 San Telmo is the oldest neighborhood in Buenos Aires, Argentina, known for its historic architecture, cobblestone streets, and vibrant cultural scene. It's a popular tourist destination, particularly on Sundays when the Defensa street market draws large crowds. The area boasts a bohemian atmosphere with antique shops, art galleries, and late-night bars, alongside traditional steakhouses and upscale tango venues.

'Compulsory physical castration, whipping & circulation of photo of the rapist on tv/media'...suggests K J S Chatrath

  Unending news of rapes is shocking. My suggestion would be to award the following punishment to the person found guilty of rape by a court of law:   (i) Compulsory Physical castration (ii) Compulsory Whipping (iii) Circulation of the photo in media and TV of the man castrated for rape    Necessary amendments to the law could be made including (i) No adjournment to be allowed while the case is being heard and (ii) setting up of a time limit for completing the case.
